The basics
An RCD (residual current device), commonly called a safety switch, is designed to disconnect power quickly when it detects certain electrical fault conditions. Its job is to help reduce the risk of electric shock.
Like any protective device, an RCD needs to work when it is called on. Testing checks that each safety switch still operates as intended, so faulty devices can be found and dealt with rather than left in service unnoticed.

Standards
RCD testing is undertaken with reference to the applicable Australian Standards, including AS/NZS 3760 and AS/NZS 3000 where relevant, together with your site's own requirements.
